Celio Oliveira has spent more than 15 years at the intersection of data, technology, and public administration — building decision-ready capabilities in environments where the stakes are high and the accountability is real. FedEthics Inc. is the vehicle through which he shares that experience, in a completely personal capacity, with leaders and readers who need it most.
Recognized as one of the Global Top 100 Leaders in Data, Analytics & AI in 2025 and a Fellow at the Future Government Institute in 2026, Celio is also Chair of the CDAO Canada Public Sector and a Visiting Faculty Member at the Canada School of Public Service — where he supports senior leaders on responsible AI implementation.
He earned his MI in Human-Centred Data Science and his MBA in Digital Media, and is currently a PhD Candidate at the University of Toronto.
After witnessing skilled leaders struggle without proper tools, I was inspired to write — to offer practical blueprints for governance that strengthens performance while protecting civic legitimacy.
